<p>The City Council just passed the first readings of proposed rate hikes. The same increases will have to pass another round of votes at a council meeting next month before they take effect. The council voted 6-3 to increase both water and sewer fees by 5 percent and franchise fees on the municipal services bill by 2 percent.</p>
<p>Council member Beth Van Duyne and Tom Spink are more often than not the only two people on the losing end of council votes. Van Duyne must have been surprised at how tonight&#8217;s votes went. When Mayor Herbert Gears read the outcome as 6-3, Van Duyne swung her head around to the large screen that displays how each member voted.</p>
<p>Joining Van Duyne and Spink in voting against the rate increases was Gears himself. The mayor last year took the proposed rate increases off the agenda. They are back again after City Manager Tommy Gonzalez repeatedly tried to get council members to see that the money is needed to maintain the city&#8217;s aging water and sewer lines.</p>

Customers are able to chat online with a reference librarian who will help find answers to factual questions, guide customers through catalog and database searches, and help identify and search reliable, authoritative Web sites. Most Live Help sessions last 10-20 minutes. Residents can access the software from both inside and outside of the library. After business hours, patrons can submit an e-mail to reference staff. To initiate a chat, visit www.cityofirving.org/library. A library card number is required.</p>

			<content:encoded><![CDATA[<p>Street lights can only be installed where there is a power pole on the property line at the back of the properties. A new pole between the curb and sidewalk would then be installed with an overhead aerial line that would run between the two poles. If there are any trees between these two poles that would conflict with the overhead wire, then the light cannot be installed.  Removal of such conflicting trees or limbs would be the responsibility of the homeowner/resident.  Since in some cases the street light would be installed between two separate properties, it is extremely important that both homeowners are aware and accept the above terms.  If you are interested in having an inspection for possible street light installation, please contact Gary Hurtado, Traffic Engineering Technician, at 972-721-2646.  This is a great way of increasing visibility and therefore safety within Sherwood Forest.  Again, please keep in mind that all services listed above,<br />
with the exception of tree/limb removal, are completely free of charge for the homeowner/resident.</p>

			<content:encoded><![CDATA[<p>To help improve the efficiency and work environment for fleet services, the Construction and Building Services Department is renovating the garage at Briery Road. The in-house staff has renovated several spaces within the garage for the new fleet services maintenance vendor. Work has started on upgrading and improving the electrical system and installing new efficient lighting. Bids are being finalized for the interior painting and roof repairs. In addition, staff is working on bids for the new safety surfacing for the shop floor, renovations to the existing restroom, and installation of a canopy along the work bays to cover service operations for large equipment.</p>
