Suspicious Circumstances, Possible Attempts At Abduction Irving

Police state that since March there have been three incidents reported involving an adult male in avehicle approaching students walking to or from school. Police believe the same man is involved in all three incidents due to description and approach. Each time, the individual remained in his car and verbally addressed the students from a distance. Indications are that the man’s intent was to get the children close to orinto his vehicle but each time he was unsuccessful. Below is the description of the man and the vehicle; – Black male 20 to 30 years of age, muscular, clean shaven, wearing a ball cap, the vehicle was described as a newer model gray or silver 4/door “very clean”

School officials are aware of these incidents and have disseminated the information district wide through their notification process and Investigators are asking anyone with information that could help them locate/identify the man and the vehicle, to please contact the Irving Police Criminal Investigation Division at (972) 721-2535. In addition to the request for information, police would like to remind everyone that if/when they see a suspicious person, vehicle or activity to immediately call 9-1-1 and report it!

Below is the synopsis of each incident for information/clarification;

- 3/11/10, (approximately 7:20 A.M.) an 11-year-old female was walking in the 600 block of W. Rochelle with her 7-year-old brother (on their way to Farine Elementary) when a man they did not know tried to convince the victim to get into his car. They ignored the suspect, continued walking, and he left the area.

- 3/26/10, (after school) an 11-year-old female (Barbara Bush Middle School student) had just gotten off the school bus at Ranchview and MacArthur (Valley Ranch area). After she crossed the street she noticed a man following her in a car. The man, still in his vehicle, asked if she needed a ride. This made her feeluncomfortable since she did not know him, and had not seen him before, so she continued walking away from him and he drove away.

- 4/23/10, (approximately 7:45 A.M.) a 9-year-old female (3rd grader) reported that while walking to school(Brandenburg Elem.), she was at Anderson/Stonebrook when approached by a man in a “light blue” car that she didn’t know. He drove up next to her and asked if she wanted a ride. She told him no and he then opened the drivers door with something in his hand and attempted to give it to her, she ran and he drove away. She described him as a black man, 20-30 years old, dark hair with a baseball cap, black shirt and black pants, clean shaven and his hair was shoulder length with a “kinky twist”.

JumpstART Stories & Art Continues – JumpstART, a family-friendly program cosponsored by the Irving Public Library and the Irving Arts Center, continues at 10 a.m. Sept. 4 with the theme Fall into Reading. Each hourlong program features a new theme for story time, followed by hands-on art activities. JumpstART is offered on the first Thursday of each month at 10 a.m. at the Irving Arts Center, 3333 N. Irving Idol – The Southwest Branch Library will host Irving Idol at 7 p.m. Sept. 18. at the Georgia Farrow Recreation Center, 530 Davis St. Participation in the event is open to ages 12-19. Mustang Park Recreation Center Birthday Party – Mustang Park Recreation Center will host the six-year anniversary of its opening from 3:30 to 5 p.m. Sept. 12 with an open house that includes entertainment and refreshments.

Bioblitz Invitational – The Parks and Recreation Department, Solid Waste Services and the eco-tourism team will host the Bioblitz Invitational on Sept. 20 at Campión Trails. Bioblitz will kick off the city’s new ecotourism program. Groups representing recreation centers, home schools, youth services and scouts will explore various trails to identify and document plants, birds and other wildlife species. Participants receive T-shirts, fanny packs and other giveaway items. Professional nature specialists will lead the groups. Approximately 100 children between the ages of 10-12 have registered to participate. Lunch will be provided. In the event of rain, the program will shift to the University of Dallas campus.

Annual Ms. Mature Pageant – The 26^th Annual Ms. Mature Pageant will be held Sept. 26 at the Irving Arts Center, 3333 N. MacArthur Blvd. The award-winning program features senior ladies vying for the title of Ms. Mature Irving. Contestants compete in categories including personality, talent and evening wear. The winner will represent Irving in the state Ms. Mature Pageant, which could lead to the National Ms. Mature Pageant.

Irving Main Street Event – Irving residents are invited to attend the Irving Main Street Event from 3 to 8 p.m. Sept. 27 in the Irving Heritage District. The theme will be Music and Magic on Main, and the event will feature a car show, artists, music, magic, food and children’s activities. The schedule of events includes:

• Manifolds on Main car show, with on-site registration beginning at 1 p.m. Visit the car show

• Jazz performance by Fingerprints from 3 to 4 p.m.
• High School Caesar Band from 4:30 to 5:30 p.m.

Those who violate the law could receive a Class C misdemeanor, which carries a maximum fine of up to $500. Motorists will be able to talk legally on their cell phones if they use hands-free devices. Drivers also may use their cell phones in certain emergency situations including conversing with emergency response personnel, fire and police, and health care entities.
